The situation at the start

Official Indifference Opens a Route Out

Meadow understands Rufus's public claim of Stella as a denial of the bond he recognized with her. His future Gamma position and Stella's stated preference for high rank connect the personal injury to status. Meanwhile, Hayden obtains departure papers from an Alpha who apparently does not examine them. The opening presents official indifference as both part of Meadow's marginalization and an accidental opportunity to leave the system that overlooks her.
