The situation at the start

Anna Is Transferred as an Alliance Gift

Anna's low pack status exposes her to excessive labor and violence, and appealing to the Luna does not interrupt that hierarchy. Instead, the Luna decides to send her away as part of a gift to a royal household. The opening then extends the same loss of control into a palace allocation system, treating people as resources whose destinations can be assigned without consent rather than as newcomers choosing a position.
