The situation at the start

Elara's Rejection Is Enforced as a Public Order

Kieran justifies rejecting Elara through the pack's supposed need for a stronger Luna, then threatens punishment if she does not accept his decision. Her replacement's lineage is publicly announced while Elara's omega status continues to obligate her to serve at the celebration. The opening connects romantic exclusion with labor hierarchy: losing the promised role does not release her from the institution or the people who expect her work.
